Contexte :
This module is part of the International Executive Masters OpT programme and will focus on regulation, institutional relations and contractual engineering, PPP, tariff system
Objectif :
1)Understand the concept of regulation of water and sanitation services, including the economic and environmental regulation of the service. Analyze the main institutional models for the regulation of water and sanitation services Understand the tools for regulating rates and service quality Learn the pro-poor regulatory concepts Allow participants to analyze their own service regulation systems Understanding of the key factors leading to a success PPP Analyse the tariff system as a regulation tool. 2) Analyze the institutional and contractual context of the service and the different modes of contracting with local / national authorities, private operators of different size and user associations Learn the various ways service duties can be organised (cleaning, running and maintenance; asset management; regulation), stakeholders and how they interact (contractual, regulatory, or implicit), financial circuits. Illustrate why it is important to develop urban/peri-urban partnerships (also valid for secondary cities) Understand regulatory tools: contracts, performance indicators, rates.

1)Presentation of the concept of the regulation of water and sanitation services, including the economic and environmental regulation of the service. Principles of "good regulation" practices Presentation of the main institutional models for the regulation of water and sanitation services, based on the presentation of examples Presentation of the main forms of contracting water and sanitation services Analysis by the participants of their economic and environmental regulation systems for water and sanitation services Restitution of the institutional analyses and plenary discussion on how to improve the operation of the regulatory system in their respective countries to achieve the goals of improving and expanding the service Price regulation tools Regulatory tools for quality issues, including environmental regulation Discussion with the participants on the application of these tools in their respective countries Presentation of the adaptation of regulation to the needs of the poorest users Discussion with participants on the challenges posed by the regulation applied to the poor in their respective countries and detailed analysis of various examples 2) Public-private partnerships (PPP) and the reform of water and sanitation services Peri-urban areas and small towns: contracting with small private operators Pricing crucial to institutional and contractual relations
